you need to install Total War: Rome II and it installs some Direct X files that are missing from Attila, apparently. After that game launches just fine. Go figure. Very obscure and strange solution but it worked for me. Try it.
EG Warhammer TW works fine
Navigate to "C:\Users\Admin\AppData\Roaming\The Creative Assembly" and delete the "Attila" and "Rome 2" folder. Restart your PC and then launch the game. It should work after that.
Also, If you encounter any freezing during battles or campaign play. Press Ctrl + Alt + Delete, Open up the task manager and go to details and select "set affinity", un-select all processors and then select 0 to 7 only. That will allow the game to work properly.

I can't play 3 games now, this is very poor. Chat GPT tells me its likely a windows 11 issue but none of the fixes work. Frustrating
Since there is no AppData folder yet, the game probably crashes before creating config files. You can also try setting Windows to run in clean boot mode to see if something is blocking it early on.
One more thing to try is installing the DirectX and Visual C++ redistributables manually from the game's support folder. Sometimes Steam skips them during install.
