The drag-and-drop system was originally designed with future mobile touchscreen support in mind, as well as to support play with a joy controller. With a controller, the system already works in the way you suggested: first selecting a unit, then choosing where to place it. However, if the drag-and-drop approach cannot provide a satisfying experience for mouse players, we may consider removing it entirely and switching to a click-based step system, similar to the controller input.
