Question about uploading certain art

I want to know if an art like this would be permited to be uploaded or not, though it doesn't contain nudity, could this be considered offensive or sexual? I know there's lots of pics showing nipples, either due to not fully covered by the censorship or because they don't have any censoring at all, and even more than nipples, but I want to know the limits according to the game developers and Steam policy, it wouldn't make sense to waste time uploading imagenes to have them removed.

Basically I want to know if it's okay as long as there's no sign of nipples, genitalia, etc. plus not sexual intercourse, just as this image which could be tagged as tentacle ecchi but maybe a bit explicit.

If an image of that kind isn't allowed I would upload art such as this which I'm sure there isn't any problem with this one (No sign of nudity, obscenity or sexual content): http://i.imgur.com/E0U020Z.jpg?1

I mostly censor according to genitalia visibility.

The first image is not something i have a strict policy on. I would probably remove it if i saw it even though it doesn't show genitalia explicitly.

The 2nd image is not a problem, i would not ban it.

Please keep in mind my current policy is somewhat vague to allow me to adapt as necessary.

If you're not sure about certain images, you can always upload them as private and/or friends only. I don't moderate those.

Also note that since the policy is a bit vague, I will never go further than just removing the image and issue a warning. No bans or other actions will be taken unless someone is a very repeat offender or clearly trolling.
