Ok so after digging through many many many forums and XNA threads, I found out that the issue is infact with the latests windows update to Windows 10 N.
It seems that with the latest "service pack" update that some people are experiencing parts of Windows N going back to its non-media pack versions.
After I reinstalled the Windows N feature pack I realised that there are two versions on Microsofts site.
One that works: https://www.microsoft.com/en-us/download/details.aspx?id=49919
One that does not: https://www.microsoft.com/en-us/download/details.aspx?id=48231

So if you are getting the same error as I did then just re-install the Windows N feature pack.

It seems so. The struggle is real with Windows N-Type versions.
