Scouting: (Passive skill) Agent placed inside army, increases movement and reduce chance of enemy agent demoralising the army.

Spying: (Passive skill) Agent reveals information about enemy units within its line of sight. Higher skill, greater range (IIRC).

I don't bother with either skill when upgrading ninja. Sabotage army and Assassination are more useful skills to give.
