Report a translation problem
The achievements should be unlocked if you have played through chapter 4. If however, the achievement for some reason (maybe bad internet) did not unlock, it should unlock the next time you startup the game.
Have you tried this already?
I've tried to unlock this achievement several times (three or four times at least). I even have a savegame at the projector to try it again and again. No luck. All other achievemets are working fine so it's also not an interenet problem. You can also see in the achievements statistics that something is wrong because everybody who has played through the game should have earned the achievement because it's unavoidable. However looking at the stats that is not the case. There are more people having completed the game than having gotten this achievement. Something HAS to be wrong here. Does it work for you?

I don't know if this is related but I watched a walkthrough and when they examined the bookshelf in the room where you get the achievement, the portrait of Thomas appears inside a book appears. When I played, it did not appear (I tried several times clicking the bookcase). This was confirmed by Ana's dialog along the lines of "Well I guess a bird could have stripes" which suggests I was completing the puzzle without looking at the book. (I used the portrait in the inventory instead.) I don't know if that helps.

After the globe machine rises up, there is a secret compartment near the bottom right side of the machine, close to the chair. Click that in order to "upgrade" your Risk Atlas by obtaining the Mark III version.
You'll get that automatically so no, it is not missable.
In my second playthrough, I found that spot, clicked on it, heard new dialogue with the bird, and the achieve popped up for me right away. Maybe the wording for the achieve is currently misleading, but based on my game session, it is technically not a broken achievement.
Interesting. It sounds like it's supposed to be unmissable, but you can actually leave the room without triggering that piece of dialog. So the bug isn't that the achivement doesn't work, it's that you can (slightly) sequence break right past it.

Yessss - I just tried it. That is the solution. You have to click on the secret compartment and the achievemnt works! Thank you for finding the solution.
