I got this problem too. With the increased popping with added input from the controller. No network issues. Tried multiple suggested solutions, didn't change things.

I'm trying to play a non-Steam game. Steam was screwing with the native controller config for the game so I set the "Steam input per game" option in Big Picture Mode to "forced off". This solved the
issue when playing this game directly from my PC, but the issue persists when using the Steam Link hardware. I tried to change the controller settings for the Steam Link itself but it didn't help. Anyone

I know steam streaming creates event devices (and js devices?) in /dev/input via /dev/uinput.
The issue is
that the /dev/input/event** that represents the x360 controller is outputting mouse/keyboard events when it should only be outputting js events.
The x360 controller should not output mouse/key events if
