You need to go down and do the full journey through the chapter. If a specific light is not on, you need to discover where you need to go, and do what you need to do in that area. Check the panel, and make sure the Fuel, Power, and Oxygen lights are all turned on.

I've activated the fan and went through the ducts and got back round to where I came in to the silo but don't know how to progress beyong that, do I go back out?

I got back and read a post-it note that said "3 stage activation", you need to go down to the bottom and activate more things to enable launch

Look my friend . When you go downstairs during avoiding tentacles, in the 1st floor u activate the generator , in the 2nd floor , u need to activate the fan .
