C:\Users\[UserName]\Documents\My Games\Skyrim\Saves
so if you're running out of space on C:, you may not be able to create new saves. This is where cleaning up C: may help for a while.
If you have a small system drive (an SSD, maybe) but have space on another *internal* drive, you can relocate any of the data folders (like Pictures, Documents, Downloads, Music or Videos) under C:\Users\[UserName] to another drive: right-click -> Properties -> Location, define a new drive and location for the it, then click "Move...". If moving lots and large files, the moving may take a while.
