Report a translation problem
1. Are the priorities set correctly at the smelter? Other stuff made at the smelter also require copper ingots. So maybe the 70 smelters make copper ingots, then for their next job they use up those ingots to make brass/bronze before the fletchers can get the copper ingots.
(The blast furnace is the best example of this problem. It only makes iron bloom and steel ingots, but the latter uses up the former. So if you don't set the priorities, you end up with 0 iron bloom regardless of how many blast furnaces you have. This then causes your wrought iron supply to dry up.)
2. Is the copper getting used by other stations? Engineers use large quantities of it, such as for trap ammo.
1) When you're short of a product, look at the ingredients;
If the problem is a shortage of an ingredient, then repeat 1) for each ingredient that's short. Sometimes you'll have to chase this several layers down.
If the problem is NOT a shortage of ingredients, then you need more producers of that product.
