The only way to start a new game is to delete the saved data in your Steam User Data.
C:\Program Files (x86)\Steam\userdata\
Once you get here, there will be a few folders depending on how many users have logged into steam on your computer. Unfortunately there is no way to tell exactly which user you are if you've had multiple on the computer.
If you only have used one account, then the game number is "366970" Go into the remote folder there and delete the save file to clear the entire game. When you load the game again it will say there is a corrupt save file, but should run properly after that. If it does not, reload the game again and it should run properly.
