Four In Four achievement?

"Complete Incident.04 and fire 4 bullets, or fewer."
Is it even possible to get this achievement? I always end up shooting 7-8 bullets.

If you do it with the Mighty Shot, you can do it in one.

Beat the game first (16 Incidents) to unlock the Mighty Shot.
