This is from the outbreak forum, from a developer. It does say that you will get them as a gift if you buy it at any time. :)
"A few weeks ago we launched Scourge: Outbreak, since which we have been overwhelmed by the enthusiasm and support that we've received from our Steam community. As a gesture of thanks and appreciation, all owners of the original "The Scourge Project: Episodes 1 & 2" (TSP) had Scourge: Outbreak added to their game library for FREE.
Prior to releasing the remake, we had removed TSP from the Steam store to avoid confusion for new players who might accidentally buy the original instead of the new game. Many players who bought Scourge: Outbreak have asked about the possibility of making TSP available again for purchase.
Well, as discussed with many members of our community, we've gone one step further. We've just reached an agreement with Valve to make "The Scourge Project: Episodes 1 & 2" FREE for all owners of Scourge: Outbreak! Basically, if you own the remake or buy it at any point in the future, you will also have TSP added automatically to your game library.
Everyone here at Tragnarion Studios would like to once again thank you all for your support and feedback. Interacting with you all every day on the forums is a pleasure, and we're committed to continuing to improve the Scourge: Outbreak experience for you all!

NOTE: Please keep in mind that TSP is being made available 'as is' and will not have any technical support. Almost all bugs in TSP have since been fixed in Outbreak, but won't be retroactively fixed in TSP. Finally, all online co-op/multiplayer in TSP was implemented with Gamespy services, which (unfortunately) is closing their business in late May 2014, so after that happens only Singleplayer or LAN play will be possible."
