It's a long topic to go through, so if you want to talk about it in detail, I would prefer direct messaging instead of forum, but summarised:
- Game isn't perfect, but last patch has introduced a lot of optimisation.
- Pressing F3 you can enable framerate graphs, in there it would show what exactly takes up frame times. That information could be useful if you could provide screenshot of those graphs when stutter happens.
- Make sure game runs on your GTX1650M by selecting game executable in Nvidia Control Panel. If you need step by step tutorial on how to do that, let me know. Game runs on Integrated (IntelHD) by default (which your cpu does have)
- When playing, open task manager and check how much GPU is being used by Windows Desktop Manager. That's main problem of games running on multiple GPU setups being laggy on windowed/bordeless.
Also, it a lot depends on what resolution your game is running. 1080p should be still pretty fine, but game was designed with 720p in mind from what I remember. That said, It runs on 4K on my end just fine, despite being a bit laggy.
Another thing you might want to investigate is how much of framerate difference enabled windows DVR and Nvidia Experience backgrounds recording and overlay does. It's very dependant on hardware and laptop I have with 1650 does not like those for some reason.
