Leggings are in snow dungeon. It's separate thing from ice dungeon, have no teleport crystal for it, but it's usually pretty close to surface level in snow biome. If you play on 1080p monitor, set your game to fullscreen (F2), and set game to x1 fullscreen zoom, you are probably going to see it when just walking around.
