Report a translation problem
I would recommend disabling the intro video. It is notorious for causing problems like this and other problems. To disable:
1. Locate the game install directory where the Conquests.exe is.
2. Open the conquests.ini in notepad or other basic text editor.
3. Look for an entry like "PlayIntro=1" (no quotes).
4. Change this to a zero (PlayIntro=0).
5. If no PlayIntro line exists, just add to the end of the file.
Program Files (x86)\Steam\steamapps\common\Sid Meier's Civilization III Complete\Conquests
2. open " conquests.ini "
3. Add words below and save .
Videmode=1600
Playintro=0
4. Right click " civ3conquest.exe " in the same folder, then " Preferences ", then " Compatibility " and click " Change high DPI settings " to open new tap .
5. Check the bottom, " Override high DPI scaling behavior. Scaling performed by: " and choose " Application ". Then click ok.
This should fix the screen.

You can permanently and automatically skip the intro by adding PlayIntro=0 to the conquest.ini. This disables the intro completely.
