When you say 'f Keys' do you mean like 'F1', 'F2' and so on or just the letter 'F' key?

If you mean the F1 thru F12 keys, they work on my PC. Are you on a laptop? If so a lot of laptops do not not have a full keyboard or they try to add extra 'special' functions like volume up/down and mute to some of the F# keys.

If this is the case, on your keyboard, usually to the right of the right 'Alt' key should be an 'fn' key. If you hold down the 'fn' key and then hit 'F1' in the game map, does it bring up the domestic advisor screen? If it does, you'll need to hold down the 'fn' key everytime while playing the game. Most laptops that have the 'fn' key also have a BIOS setting to change the default mode from being the special functions to being F# keys.
