Most people use Civ3ConquestsEdit.exe located in ...\Steam\steamapps\common\Sid Meier's Civilization III Complete\Conquests
Try accessing that file inside the folder and see if you are still encountering the same issue.
Doesn't work, gives 30 or so errors that it cannot find all sort of files , then loads up but if you load a map, it is obvious it really cannot find those art files and stuff as it is all messed up... standard steam installation, changed nothing and using the one in the conquests directory with the exe in compatiiblity mode for XP and as admin.
Followed what someone else in that thread said about copying files into "Conquests" from the base and PTW "Art" folders and now it loads, but I've got one last problem. Even when run as admin, I get an error saying "Could not open file for reading." and the editor still largely does not function. I tried generating a map and it actually crashed.
This tool is a bit complex.
1. Click the Filter -> Filter ... menu item.
2. In the new window that opens, set these values in the drop downs:
Process Name
is not
Civ3ConquestsEdit.exe
then Exclude
3. Click add. This will filter out everything that isn't generated by the Civ3ConquestsEdit.exe
4. Click Ok to close the Filter window.
5. Launch the Civ 3 editor.
6. After the error message pops up (leave it open) scroll to the bottom of the entries of the Process Monitor.
7. Look for any results that are not "SUCCESS". You are trying to find an entry that will tell you what file is not being found at whatever path the editor is looking for so that you can then find that file and put it in a spot where it will find it.
It's a bit of complex task so good luck.
Edit: Renaming the Art folder and verifying files fixed this issue but of course now I'm back to square one on the editor. Argh.
