No mods, fresh new game...

I first found marv on a station and talked to him, then I explored the station that was marked for having the cloning bay blueprint, I took it and talked to the "One".

Still couldn't recruit marv, then I thought that mb it's after the 1mil mission, I just did that but still can't recruit him.

Is there something else I need to do?
