Report a translation problem
They are far from being forced on the player. Compared to the Exiles rewards you get to pick the destination, if you even want them to spawn on a system to begin with. Top that off with the fact that any, and I do mean any, major or minor faction can be Exiles and I'm not certain the Horatio quest is even worth complaining about.
Because I don't really see a reason to not like free population on planets. If you don't like them, just ship them off to a maxed out system where they will just float about until someone kills them.
