Does AI get Faction Quest rewards?

Do AI-controlled factions get Faction Quest rewards? For example, does AI United Empire eventually get the Sci-Fi Design School building reward?

Yes. You can really see it when playing against UE, Cravers and Sophons, though they get random rewards from the look of it. UE can shift their populations to other sub factions, Cravers and Sophons have a system all to themselves till the full quest line finishes.
