No Heroes in marketplace

I don't have Awakening DLC installed. In lower difficulties, there are always heroes in the Marketplace. In higher difficulties, there are never heroes in the Marketplace. Is this normal? In one game, the AI had a larger number of heroes than I, so I presumed AI bought them from Marketplace very quickly. However in 2 other games, the AI had almost the same number of heroes that I did, and the Marketplace was still empty.

The Vodyani faction quest shuts down access to heroes.
