i suggest not to go in an alliance if you are planing war, the AI always try to survive by all means available, keep in mind some factions have it easier to capture system with influence alone which is a ressource by itself.
also alliance always are of circumstance, and never permanent, always temporary, nothing stop you from breaking alliance to further a personal agenda only later to renew a new alliance
A voting system would be a nice feature, but since the game is 9? years old now and the devs are still just trying to fix it I don't think they would add new features like this.
I have had games where I burned through 10K Influence constantly rejecting peace proposals XD
