Construction buyouts????? How

Okay just started playing this one. I see the icon by the construction que that says I can use dust to buy improvements like in the first game BUT I am not seeing a dust symbol beside the first couple of improvements I am trying to build like in the original. I see an option to do it with.........influence I think??
SO....what am I not doing right?? I have like 600 dust....do you have to unlock a certain tech to be able to buy them with dust, are some improvement you are not allowed the option??? This is the first thing I have found that does not to be user friendly like in the other game. Thanks, happy gaming!!!

Nothing to do with user friendliness. You need to unlock the ability to buyout with dust.

On the Tech tree, to the right, second row. You can Search for the word "buyout" and it will highlight the tech.

But if you’re playin with empire you can use influence instead to rush stuff.

Ah thanks, well the tutorial would often tell you you need certain techs to do certain things so would have been nice to mention that at some point. Thanks for the help, I scanned the techs but somehow obviously missed that one, happy gaming all!!!
