Ty. I'll keep that in mind!
As an alternative, I loaded the save, and BEFORE destroying/playing out the attack on the pirate base I qued my systems with things to build, & then just didn't access the solar system screen for 2-3 turns. It eliminated the bug!
Also, note, that if you really need to que something up, you can do this from the Empire Summary tab (top left), left click on the systems "construction" que box/column, & you can que up things that way.
After 1-3 turns, save game, & then test. You should be able to continue playing without further issues.
