It's easy to solve this problema without installing anything:

1) Go to Steam folder "C:\Program Files (x86)\Steam\steamapps\common\Punch Club" and click on "Punch Club.exe" with the right mouse button (RMB)

2- Click Properties

3- On the Compatibility tab check the "Disable full screen optimizations"

4- Click on APPLY and then OK and you can play the game without this problem.

I no longer knew what to do to solve this BUG and I was testing the compatibility mode and I ended up solving this problem in my game. If it worked out with you, say something for feedback. :steamhappy:

YOU ARE A FREAKING GENIUS! Lol. Thanks for that! My character was running super slow and it was ruining the game experience for me. This is an absolute saving comment, it worked for me! Thanks for letting me play my $10 game without headache. <3

does anyone's player just keep turning when you tell him to go do something? I wouldn't even consider it walking slow but more of just not even walking at all. Usually happens after playing for 15 or 20 min after moving just fine. Just wondering if thats what you mean by walking slow or if anyone has had the same problem.

Here we speak that the character walking extremely slow. The character takes too long to get to where you want to go. But try the two tips above to solve this problem.
