For what it's worth I don't recommend shopping there. In the late game your home gym gets enhanced so it's the best one, and in the early game it's more efficient to pay gym fees to use their equipment.

The fitness center will unlock naturally as you progress through the game, but you don't need it except as a place to meet the scientist for a quest line.
