It needs to be. I play these types of games with my family and some of them only have console. I won’t be buying it but it looks really really fun.

It's not as simple as that. This game isn't made by some giant studio, it's a small indie dev who clearly poured their hearts into it. Making the game cross play isn't as simple as just hitting a checkbox it takes time and money to set up.

Posting this as someone who only found this that because I was looking for the answer for the exact same reason, but mildly bashing it because it isn't is not the correct approach.
