Check out the Reddit Wiki for the latest info on modding, it is pretty awesome!

All of the required tools are free, and there are TONS of tutorials for both of the major ones (Unity/Visual Studio)

As far as Steam Workshop support, there currently isn't any, but we are considering adding it.
