Can not launch
Every time I launch or install a thing pops up that says scanning for steam game updates then closes.

Wait for the game to update, or verify your cache before loading.

This sounds like an issue with the Steam client, try rebooting Steam or wait a bit to be sure the servers aren't being overworked at Valve.
