I have 2 questions

Is there a mod command to allow a new class to use other locations as citadels like the Dwarves, Trolls and Senator do? I was making a variation on the Dwarves and didn't want to replace the Dwarven Queen completely but I couldn't find any commands to allow using mines as citadels.

Is there a command for a unit to give a tile walls the way founding a colony does?
