You could rewrite unit names, weapons and descriptions in a different language but I don't think it's possible to change things like tooltips, menu buttons, magic item names.

You need use win hex or something like this. Or translating soft. But if you need non-latin alphabet, you need open smallfont.trs. But how it do? there is no way...
