Non-commander units can be stupid, but they have to be stupid from the beginning, by simply adding the same command to their monster data. Then the commander should take the summoned units with him (and probably collect any other stupid units he encounters.)
The behaviour of Angels, to only take blessed units, is one of those strange cases we cannot replicate as modders, but what you are asking for worked fine when I tried it, but with 'stupid' units only.
Stupid units tend to move together, yes.
I was attempting to have the stupid commander use wander 8 (random settlements) though.
The problem is, the commander leaves the stupid units behind.
I'll try it again with normal units.
