Outlined passive quest-givers
I don't see the point in having to search for the quest givers. They should have a ghost outlining we can see trough walls when we arrive at their location.

This isn't a bad idea. I could have them fade in when you're ~16m away and draw them with some alpha blending and the depth buffer disabled. That'll give you a "ghost" effect.

Having an outline would require shader work, and in my experience touching shaders will break configs on various drivers

Maybe if you made the exlamation point above the quest givers head visible trough walls instead?
