Some questions:
- Are you playing on a server with more than 1 player? If so they all might have spawned around those player(s)
- What game mode are you playing on? Build and Turf Zero start on a blank map and will therefore have next to no population, and therefore not spawn NPCs

I played with my Friend on Turf.
If i host We can see the NPCs and cars but if he hosts i cant see any NPCs nor cars,however if im standing on a road the cars hit me(No damage).
