Rare spawn. ≈ 1/1000 chance it will spawn nearby with the roads. Genuinely, just patience. I didn’t find my first for a looooooong time. Like I think I was ≈ 100 hours in.

There is also a mission that’s supposed to spawn it. Believe you have to go down the mechanic missions, but that one’s been a while.
