I ran into Oscar late in my character's day, but decided to attempt the quest not realizing it had multiple parts. After I cleaned up and Oscar gave me the 5 brooms I booked around town to give them to the right people, but 2 disappeared from my inventory before I could finish. I may have gotten "you're getting sleepy." I tried purchasing new ones, but Oscar keeps repeating the same line about the 5 people I need to give them to and I can't get further.
