Where is Rem?

Does anybody know when Rem appears and start selling her stuff? I have Tomti in town for whole Spring, Leif quests completed, but no sign of Rem.
I've read she shows up at the Airship Landing??

Rem should have been at the Airship Landing the day Tomti showed up in your town. Keep checking there daily, she will eventually show up in the rotation.

Thank you for your answer.
How long is that rotation? More than twenty days have passed and no sign of Rem. Don't know if it's bugged, rotation is longer or i'm missing something.

Neither have seen the air balloon supposed to appear at the Airship Landing after completing its tier three on both sides.

It's very frustrating not being able to complete the last two achievements.
