Pet Shop not stocking
It's been several days (more than two in-game seasons) and the shelves in the pet shop are empty, as well as the pet playpen.

All the requirements on the sign are complete. Rosemary even said that it was a good shop, thus completing the quest and she spent her day in the shop since.
I'm not sure what could be wrong. I've re-planted the sign multiple times and nothing's changed (requirements complete, yet shop still empty of any stock)

What happens when you replace all 3 pet store shelves?

Thanks for the suggestion! The first time I did, I only replaced the ones already there- which didn't change anything.
Next time I made 2 more shelves and re-arranged them a bit - this fixed it, though only 2 of the shelves are stocked.

I'm not sure if one of them was bugged or what exactly fixed it, but it worked

i think if you put shelves out of the property range they won't count as part of the shop
