Am I supposed to get whatever I want through excavation?

What's the difference between excavation through email and excavation through the billboard? I found that through the billboard I can designate whatever tank I want, and I can do them over and over. If I designate a Maus I get a Maus. Is it supposed to be randomized? However I can't select vehicle so it will always end up with an off-road.

If you dont select the tank then it is randomized, it was suggested to us few times and we just added it to fulfill the suggestion

Thanks for the explanation. I'm new to this game and doesn't know too much about its history changes. Is this tank selection a cheat to the game because it makes money and loan completely useless since I can just get whatever I want?
