It's worse when moving side to side, than when going forward or back. Effectively it feels like instead of doing a smooth movement you are spasming, as if its doing a "stop go stop go stop go stop go" multiple times in a second. This effect is even more visible if you look down on the floor as you move, you can literally see the floor spasming,
Motion blur is off (of coarse), i tried limiting my fps but that only made it worse.
I used to play on a gaming laptop back in 2020 and now i am on a proper pc, basically a completely different set of hardware so i know its not that.
Edit:
Here's a quick video demonstrating it. This is a comparison of rover mechanic simulator vs tank mechanic simulator, both games where played at the same resolution with 60 fps and both videos where recorded at that same resolution also at 60 fps. Both videos are slowed down to 0.25x speed to help demonstrate the effect.

In both cases i simply held down either the A or D key, yet tank mechanic simulator footage is considerably more jittery with some stutter every now and then.
