Same here, seems to be a recently introduced bug. It works after several attempts and trying to drive forwards and backwards several times.

the outputlog.txt file should be located:
C:\Users\XXX\AppData\LocalLow\DeGenerals

I discovered recently that it was me being impatient. It takes the vehicle some time to get moving, a lot longer compared to the quad. So, my apologies, no bug after all!
