Optimization in games is related with number of current frames per second. How many FPS generates your GPU in-game (to check FPS, for example use in Windows 10, Xbox Game Bar - keys Win + G) ?
Probably in game options you have disabled vertical sync, so graphics card try to generate maximum number of frames per second. With VSYNC enabled, it will reduce FPS to fit current monitor refresh rate (common value is 60 Hz). If you have 144 Hz monitor , to reduce FPS even more, in Workshop press ~ key and type command:
framerate 30
it will reduce FPS to 30, so your RTX 3070 TI will use a fraction of power.
If it will work for you, we will add to game an option to manually control utilization of GPU in percents.
I use a frame limiter all the time on every game i play. Keeps the card cool and lowers power consumption. :)
