rehearsing songs
Does rehearsing songs to a higher level effect album sales or quality in any way? What I mean is if the contract calls for 15% or higher on the rehearsal level, does it pay to make it higher than that? What if I want to rehearse it to 75% for example before recording?

I think rehearsing basically affects recording and performance quality, so I think it does help sales. When the contract calls for songs to be at least a certain percent, it refers to the songwriting quality (first star), not the performing/recording quality.

If you train it for example too 100% and record it after that your record will be 100% too. And for label it needs to be recorded once
