There should be ways to go at it DIY. Some ideas:

* Buying recording equipment so you can rehearse and record yourself.
* Self-releasing by either sending your record off to a printer, or printing yourself (cassettes, CDs, vinyl).
* Equipment for making your own promo stuff. Silk screen shirts & album covers. Tie dye shirts. CD burners. Tape decks &c.
* Hiring a crew to deal with sales & marketing for you.
