It didn't. So I copied the files to directory manually as you suggested and it works fine. However I am bit curious whether it synchronize backwards when I go to online mode because I am playing offline on the second pc at the moment so my girlfriend can play fallout from my account. I will let you know what happened.

This morning I went online in steam on this laptop and I saw in library list it was synchronizing. Then I started my primary desktop PC, opened steam and waited to synchronize and launched game. It did not have any effect because last saved position is from year 2 of my band exactly right there where I started to play offline on my laptop.
At the end I checked saved files in local appdata and only file that is synchronized is settings.ini, because it has same date of modification on both computers from today when I launched steam on desktop PC.
So is there any way to force steam to synchronize other files and folders? Could not be problem in some flags that shows steam which files and folders to be stored in cloud and then pulled to local appdata? I am not sure how that works so I am just asking because you mentioned that steam should ask whether I want to pull files from steam cloud.
