Also, what does "Hou" mean?

They do go on sale occasionally. The last two times were Steam's Lunar New Year Sale with 50% - 35% off and Steam's Winter Sale in December with 35% off. I think "Hou" is just a name for this collection of Higurashi arcs. There will apparently be 14 in total, but the main story is already up on Steam with all 4 question arcs and all 4 answer arcs.

"Hou" is originally the subtitle of a 2014 release[vndb.org] that includes the original question and answer arcs, as well as the three arcs of Rei (a fandisc) and another three not previously seen. The Steam release is a port of Hou, which is why "Hou" is in the title. (Yes, MangaGamer should eventually be releasing 6 more arcs that we haven't gotten in English yet.)

The word itself, 奉 "hou", means offering or dedication. The author, Ryukishi07, explained the meaning in an interview[kai-you.net] (Japanese), as being "in the sense that it is dedicated to the fans and gods" (translation from the English 07th Expansion wiki[07th-expansion.fandom.com]).

Higurashi may never truly be finished, as Ryukishi07 doesn't seem to want it to be. The question and answer arcs were finished, yes, but there have been many additional arcs exploring alternative scenarios, mostly on console releases.

So what about Umineko and Ciconia? I thought those were sequels. Are those also unfinished? Or what are they?

They aren't sequels exactly, although I believe they are supposed to be in the same universe. Umineko (aka When They Cry 3 and 4; Higurashi was 1 and 2) was finished some years ago as well. Ciconia (aka When They Cry 5) is currently in development; the first of 4 arcs has been released.
