Why isn't this a DLC in the original app?
I wouldn't have even seen this if a friend had not told me about it.

How are you planning to raise awareness about this chapter for all the people that own the first one?

They can make an announcement. And obviously it'll be one of top sellers, so you can't miss it anyway.

If I had to guess, it's probably technical issue. The original game was windows only. I think they made a new engine from scratch that would work on OSX and Linux, as well as support the text and sprite swapping features. With all that work and the uncertainty that the first part would sell well enough to justify retranslating the rest of the series, they probably figured it would be easier to release each episode as a standalone game.

Again, that's all speculation based on my experience as a programmer. I don't have any evidence to back it up.

You can do pretty much anything with Steam's app and DLC system. It's rather flexible.

DLC implies you need the base game inorder to enjoy/interact with said content. These are stand alone stories/games

There was a patch on chapter 1 today, made me think about "when will chapter 2 come out?" I guess raising awareness about it would be a good idea.

I think all the games are made in Unity.

Doesn't matter. I didn't find out about some of these chapters releasing until way after they had came out.
