I am Fighter Level 6, with $21.42.
My save is in the Garage Hideout.
If I go all the way east I can go to Grotto Street Back Alley.
There's also a couple other areas including a subway and some side sections.

Generally though, I'm not really sure how to play this game. I am a fan of beat-em-ups but I'm not sure exactly what the gameplay loop is besides to fight and save money?

Is there a specific direction I'm supposed to go, or a specific area? Do I need to beat a specific enemy to progress? How does game progression work in this game?

I'd also like to maybe play this coop.
