if you play with the pak128britain pakset, you can start as early as 1750, i believe, although your options for hauling cargo are largely horse or ship based that early. i usually start at around 1830 or so when the first trains start to appear.

pak64 has horses and ships before Nov. 1835 but i think the first year of industry built is 1400
